IBLT University Benin Republic: Now in Lomé, Togo

If you are looking for IBLT University in Benin Republic, here is the short answer: IBLT started in Benin, but the university you can apply to today is in Lomé, Togo. We could not find any current IBLT campus in Cotonou or anywhere else in Benin.

An earlier version of this page carried claims we could not verify from any official source. We have removed all of them:

• a Nigerian NUC licence number for IBLT and a "renewal" date

• the name "International Bilingual Leadership and Technology University", a founding year of 2008 and an Akpakpa address

• tuition, hostel and application fees in naira, a payment plan and bank details

• a course list with durations, cut-off marks and an application window

• an NYSC upload date for 2026, student numbers, staff numbers and a student quote

• an application portal address we could not reach, and a campus video link that does not point to any YouTube video

We are sorry for the confusion. The details below are the ones to use, because they come from the university's own website.

• Where it began: the university says it was founded on 14 November 2010 in Benin Republic by Dr. Peniel Danjuma Amani, first as a university institute called Institut Universitaire Bilingue Rehoboth.

• Where it is now: it then moved to Togo as a full university. Its full name today is Institut Supérieur Bilingue Libre du Togo (IBLT University Togo).

• Campus: the university's website says it has one campus, at Immeuble ELATSA, Kpogan, Lomé, Togo. It gives no address in Benin.

• Regulator: the university says it operates under Togo's Ministry of Higher Education and Research.

• Website: ibltuni-togo.com

So if someone offers you admission into "IBLT Benin" or "IBLT Cotonou", ask them which campus you will study at and which country's ministry approves it. Confirm the answer on the university's own website.

On 3 January 2024, Nigeria's Federal Ministry of Education suspended the accreditation of degree certificates from universities in Benin Republic and Togo, after an investigation into certificate racketeering. You can read the report and the list of affected universities at TheNigeriaLawyer.

• It is temporary. The resolution process is ongoing. Beninfo247 understands that the government has agreed to resolve it and that the remaining step is the Ministry of Education's public statement allowing graduates to proceed. On 11 March 2026, a House of Representatives committee recommended that the blanket invalidation be rescinded and replaced with case-by-case verification (report).

• It only affects NYSC. Until it is resolved, graduates of Benin and Togo universities cannot be mobilised for NYSC. After it is resolved, they can continue.

• Licences are not revoked and courses have not stopped. The suspension is a Nigerian decision about certificate evaluation. It is not a Togo decision. The school continues to operate and teach.

Is there an IBLT University in Benin Republic? Not that we could find today. IBLT began in Benin in 2010 as Institut Universitaire Bilingue Rehoboth and later moved to Lomé, Togo. Its website lists only the Lomé campus.

Is IBLT accredited by the NUC? We found no official source for the NUC licence number this page used to show, so we removed it. The verified details above are the ones to use.

Can I serve NYSC after IBLT? Yes, as soon as the Ministry of Education resolves the January 2024 suspension of NYSC mobilisation for Benin and Togo graduates. It is expected to be resolved, and graduates can then continue.
