NYSC Approved Universities in Benin Republic 2026: What Nigerians Must Know

Table of Contents

If you are a Nigerian planning to study in Benin Republic, one question matters almost as much as the course you want to study:

Will Nigeria recognise my degree, and will I be eligible for NYSC?

For years, prospective students have searched for a "list of NYSC-approved universities in Benin Republic." But in 2026, that phrase can be misleading if it suggests that NYSC simply maintains one permanent public list that settles every case.

The safer answer is this: there is no simple current NYSC webpage publishing a universal list titled "NYSC-approved universities in Benin Republic." NYSC's own mobilisation information says foreign institutions and courses used for mobilisation are evaluated through Nigeria's Federal Ministry of Education. Benin Republic's Ministry of Higher Education separately determines which institutions and programmes are authorised in Benin.

That means a Nigerian student should check both sides before enrolling.

Quick answer

For a Nigerian student considering a university in Benin Republic:

  1. Verify that the institution and your intended programme are officially authorised in Benin Republic.

  2. Check the current Nigerian Federal Ministry of Education position on evaluation of that foreign qualification.

  3. Check NYSC's current foreign-trained graduate requirements.

  4. Do not rely only on a university, agent, old blog post or social-media list saying the school is "NYSC approved."

  5. Keep evidence of your admission, physical study, travel and academic records.

This distinction became particularly important after Nigeria's 2024 crackdown on questionable foreign degrees from Benin Republic and Togo.

What does "NYSC approved university" actually mean?

"NYSC approved" is commonly used online, but it can oversimplify the official process.

NYSC's Corps Mobilization Department says its Accreditation and Records Division recommends foreign Corps Producing Institutions and courses that have been evaluated by the Federal Ministry of Education for upload into the NYSC system. NYSC also says its Foreign Trained Division liaises with the Federal Ministry of Education and other bodies to determine the eligibility of institutions, courses, results and individuals for mobilisation, exemption or exclusion.

So three different questions must not be confused:

  • Is the university legal in Benin Republic?

  • Is the particular programme recognised/authorised by the appropriate Beninese authority?

  • Will the Nigerian authorities evaluate the resulting qualification as acceptable for the purpose for which you need it, including NYSC?

A "yes" to one question should not automatically be treated as a "yes" to all three.

Who evaluates a foreign degree for NYSC in Nigeria?

Nigeria's Federal Ministry of Education has an Evaluation and Accreditation System for academic credentials. Its current portal specifically includes "Foreign qualification for NYSC" and describes the service as assessing a foreign bachelor's degree for NYSC mobilisation, exemption or exclusion.

The Ministry's Education Support Services department likewise says certificate evaluation assesses foreign qualifications obtained abroad to determine their Nigerian equivalence for NYSC mobilisation, employment or other official purposes.

This is one of the most important official links for any Nigerian who has studied, or plans to study, outside Nigeria.

What does NYSC say about foreign-trained graduates?

NYSC requires foreign-trained Nigerian graduates to go through additional verification. According to NYSC's current foreign-graduate requirements, applicants may need original academic documents including the first university degree or HND certificate, complete official transcript, relevant O'level certificate and international travel documents.

Its Corps Mobilization Department explains that credentials uploaded by foreign-trained graduates are electronically checked, and only those found satisfactory proceed toward call-up. Physical verification is also part of the process.

What changed for Benin Republic degrees?

In January 2024, Nigeria's Federal Government announced the suspension of evaluation and accreditation of degree certificates from Benin Republic and Togo pending investigation, after an undercover investigation exposed serious abuse of the foreign-degree system.

Later in 2024, then Education Minister Tahir Mamman publicly identified five Benin institutions that the Nigerian government treated as recognised in the context of that investigation:

  • Université d'Abomey-Calavi

  • Université de Parakou

  • Université Nationale des Sciences, Technologies, Ingénierie et Mathématiques (UNSTIM)

  • Université Nationale d'Agriculture

  • Université Africaine de Développement Coopératif

However, Benin Republic's own Ministry of Higher Education publishes an official list of private higher-education institutions with authorised Licence and Master programmes, in addition to its public university listings. Therefore, "recognised by the Beninese government" and "currently acceptable to Nigerian authorities for a particular Nigerian purpose" should not be treated as identical claims. For a Nigerian student, the safest approach is to verify both.

What triggered the January 2024 suspension

At the end of December 2023, the Nigerian outlet Daily Nigerian published an undercover investigation showing how a reporter obtained a university degree certificate from a Cotonou-based institution in a matter of weeks, with almost no academic engagement. The Federal Ministry of Education responded in early January 2024 by suspending the evaluation and accreditation of degree certificates from Benin Republic and Togo, pending an investigation involving several Nigerian agencies and the education ministries of both countries. See the report and list of affected universities at TheNigeriaLawyer.

August 2024: the cancellation and the five-university statement

In August 2024, then Education Minister Tahir Mamman said that between 2019 and 2023 about 21,600 Nigerians held certificates from unaccredited institutions in Benin Republic, and about 1,105 from Togo, based on NYSC and other records (ICIR report). He said the problem was never the two countries as a whole but specific unaccredited institutions, and named the Beninese universities Nigeria recognised: UAC, the University of Parakou, UNSTIM, UNA and UADC.

That was a ministerial statement on television, reported by several Nigerian outlets. It is not a standing list published and updated on a Nigerian government website, and Nigeria's Education Minister has since changed. Treat it as the government's position at that moment, not a permanent guarantee.

Where things stand now

The resolution process is ongoing. On 11 March 2026, a House of Representatives committee recommended that the Federal Government rescind the blanket invalidation of Benin and Togo degree certificates and adopt case-by-case verification instead (report). Beninfo247 understands that a Ministry of Education statement is the remaining step before graduates can proceed. Until that statement is made, NYSC mobilisation of Benin and Togo graduates stays suspended. The suspension is a Nigerian decision about certificate evaluation, not a Benin decision, so Benin schools continue to operate and teach.

What "recognised" still does not guarantee

Even for an institution that Nigeria has named, several questions can still apply to an individual graduate:

  • Programme level. Institution-level recognition does not mean every programme or mode of delivery is treated the same way.

  • Mode and duration of study. Nigerian authorities have flagged degrees obtained in unusually short times or without real attendance and coursework.

  • Documents and travel evidence. Expect admission letters, transcripts, residence documents and Nigeria–Benin travel records to matter more than before.

  • NYSC verification. NYSC runs its own verification, separate from general recognition.

  • Professional licensing. Fields such as medicine, law, engineering, nursing and accounting need separate professional registration.

Are only five universities accredited in Benin Republic?

No — not if the question is simply whether Benin Republic itself authorises higher-education institutions. Benin's Ministry of Higher Education and Scientific Research maintains an official list of private higher-education establishments with authorised Licence and Master programmes.

The 2024 Nigerian statement concerned Nigeria's recognition position following its investigation. It should not be rewritten to mean that Benin Republic itself has only five legitimate higher-education institutions. That difference matters enormously for students researching online.

Does accreditation in Benin automatically guarantee NYSC?

No. Host-country accreditation is an essential check, but Nigerian foreign-qualification evaluation and NYSC mobilisation involve Nigerian authorities as well. NYSC says foreign institutions and courses are evaluated in collaboration with the Federal Ministry of Education, and foreign-trained graduates go through document verification.

A student should therefore never make a major tuition decision based solely on a school showing a Beninese licence or appearing on a local list. Ask the second question: how will this exact programme and qualification be treated in Nigeria?

How to verify a Benin Republic university before paying tuition

Step 1: Verify the institution in Benin Republic. Start with the Benin Ministry of Higher Education and Scientific Research, not an education agent. For private institutions, check the Ministry's current official list. Do not stop at the school name — check the programme where the government list provides programme-level information.

Step 2: Check Nigeria's current evaluation requirements. Use the Federal Ministry of Education's Evaluation and Accreditation System. Because foreign-qualification policy can change, check the current position before paying tuition — not only when you graduate.

Step 3: Check NYSC's foreign-trained requirements. Read NYSC's foreign-trained graduate page. The requirements can affect how you study and the records you need to preserve.

Step 4: Ask for written evidence. Before enrolling, ask the institution to provide:

  • its exact legal/official name;

  • its current authorisation/accreditation evidence;

  • evidence for the specific programme;

  • programme duration and mode of study;

  • campus address;

  • admission requirements;

  • how transcripts are issued;

  • how previous Nigerian graduates from the same programme handled Nigerian credential evaluation.

Do not accept "we have been doing NYSC for years" as your only evidence.

Step 5: Keep your travel and academic records. Foreign-trained graduates can face physical and documentary verification. Keep your international passport, admission records, academic transcripts and other original documents safely.

Can online or distance study create NYSC problems?

Students should be especially careful about the mode of study. NYSC's current foreign-trained requirements say correspondence courses and certificates obtained through online courses are not acceptable for mobilisation.

If an institution markets a programme to you as something you can complete from Nigeria without genuine study abroad, do not assume that the resulting certificate will qualify you for NYSC. Check directly with the relevant authorities before enrolling.

What documents does NYSC require from foreign-trained graduates?

NYSC's current official guidance includes original academic credentials such as:

  • First university degree or HND certificate

  • Complete official transcript

  • Relevant O'level certificate

  • International passport and applicable travel/residence evidence

  • Professional registration/licence where relevant

Requirements can vary by circumstance, so applicants should use NYSC's current official foreign-trained graduate page rather than an old checklist copied by a third-party website.

How Beninfo247 classifies Benin universities

To avoid misleading students, Beninfo247 does not use a single "approved/not approved" label without explaining who granted the approval. Our university profiles distinguish between:

  • Benin Republic status — whether the institution/programme appears in current official Beninese higher-education records.

  • Nigeria recognition/evaluation status — what current Nigerian government sources say about evaluation of the qualification.

  • NYSC evidence — whether there is current official evidence relevant to mobilisation, exemption or exclusion.

  • Last verification date — when Beninfo247 last checked the official sources.

This approach is more useful than copying a static list that can become outdated.

Frequently asked questions

Is a Benin Republic degree accepted for NYSC in Nigeria?
Foreign-trained Nigerian graduates are subject to Nigerian credential evaluation and NYSC verification. Eligibility should not be assumed solely because a university is accredited in Benin Republic. Check the Federal Ministry of Education evaluation system and NYSC's current foreign-trained requirements.

Does NYSC have a list of approved universities in Benin Republic?
NYSC's current public mobilisation information explains the evaluation and verification process for foreign institutions, courses and graduates. It does not provide a simple public page that should be treated as a permanent universal "Benin Republic NYSC-approved universities" list.

Which authority accredits universities in Benin Republic?
The Republic of Benin's Ministère de l'Enseignement Supérieur et de la Recherche Scientifique (MESRS) is a primary official source for the country's higher-education institutions and authorised programmes.

Are there private universities recognised in Benin Republic?
Benin's Ministry of Higher Education publishes an official list of private higher-education institutions with authorised Licence and Master programmes. Nigerian students must still separately consider Nigerian recognition/evaluation requirements.

Can I do an online degree from Benin Republic and serve NYSC?
NYSC's current foreign-trained guidance says correspondence courses and certificates through online courses are not acceptable for mobilisation. Verify the current rule directly with NYSC before enrolling.

What is the Federal Ministry of Education evaluation portal?
The current official portal is essverify.education.gov.ng. It includes evaluation of foreign bachelor's qualifications for NYSC mobilisation, exemption or exclusion.

I already graduated from a Benin Republic university. What should I do?
Check the current Federal Ministry of Education evaluation process and NYSC foreign-trained graduate requirements using the official links in this guide. Your individual institution, programme, period of study, mode of study and documentation can matter.

Before you enrol: use this 5-minute check

  1. Find the institution on the Benin Ministry's current records.

  2. Verify the exact programme, not just the school.

  3. Check Nigeria's current foreign-qualification evaluation process.

  4. Read NYSC's current foreign-trained graduate requirements.

  5. Save copies of the official evidence you relied on.

If an agent discourages you from checking government sources yourself, treat that as a warning sign.

Final word

The most important lesson for Nigerian students is that "accredited in Benin," "recognised in Nigeria" and "eligible for NYSC" are related but different questions. Do not choose a university because a blog, agent or school advert says "NYSC approved."

Verify the institution and programme with Benin's Ministry of Higher Education. Verify Nigeria's current foreign-qualification rules with the Federal Ministry of Education. Then check NYSC's current requirements for foreign-trained graduates. That extra verification before enrolment can save years of difficulty after graduation.
